Towards a Research Infrastructure for Citizen Science in Europe
We aim to establish a pan-European research infrastructure (RI) for excellent and impactful citizen science to optimise effectiveness, scaling-up and ensure sustainability for any initiative.
With this position paper, we urge decision-makers and funders to support the establishment of a this RI that may centralise and provide open resources and services without charge, based on excellence criteria. We also review here various aspects when co-designing its scientific, technological, and governance models from the very early conceptual and planning stage. After a period of continous growth in number, nature and impacts of citizen science initiativies, main current challenges are persistent fragmentation, short-term funding, and duplication of efforts that impede efficiency, sustainability and excellence. The time to act is now.

Resources
The RI may integrate professional tools, including data repositories, computing facilities, specialised laboratories, and middleware solutions (that facilitate integration with other e-infrastructures, enabling interoperability across different platforms and systems), alongside citizen-based resources like mobile devices, cameras, and low-cost kits, owned and maintained by volunteers.
Services
The set of services includes assistance and support in all the steps of the initiative life-cycle across technological, methodological, legal, ethical, logistical, and optimization aspects. For instance, the RI should facilitate the creation and management of communities (both global and local), addressing considerations such as size, inclusivity, ethics, and governance.
Access
The access will be ruled by open calls with objective excellence-oriented criteria and independent experts. As a result, remote, free-of-charge and seamless access will be provided to any group from any location and discipline.
